The Democratic Alliance presented a submission on the DA's position on the Adjustments Appropriation Bill. It detailed various budget items within the budget votes of departments which the DA believed could have been drawn from to fund the shortfall in higher education. The funds identified totalled just under R184m.
 

Meeting report

The Committee met to consider and adopt three Bills: the Adjustments Appropriation Bill, the Finance Bill and the New Development Bank Special Appropriations Bill.

In terms of Rule 102(4) of the National Council of Provinces (NCOP), which states that “a committee may not present a minority report but must reflect minority views in the committee in its reports,” Mr F Essack (DA; Mpumalanga) made a submission on the DA's position on the Adjustments Appropriation Bill. It detailed various budget items within the budget votes of department which the DA believed could have been drawn from to fund the shortfall in higher education. The funds identified totalled just under R184m.

Ms T Mohara (ANC; Gauteng) said that the Committee Report should not include the detail of the DA's position, but only indicate its existence.

The Chairperson agreed.

The Committee adopted the three Bills under consideration.

Mr Essack, on behalf of the DA, placed on record its objection to all three Bills.
