Draft Budgetary Review and Recommendations Report (BRRR) of the Portfolio Committee on Human Settlements, Dated 20 October 2015

The Committee considered the Draft Budgetary Review and Recommendations Report (BRRR) page by page.

Mr S Gana (DA) pointed out an issue on page 28 and asked for clarification on the fourth bullet point from the top. He said that “decline in the rate of housing delivery” needed to be clarified. He wanted to know what kind of housing the report was talking about.

The Chairperson agreed. She said that brackets saying “[state subsidy housing]” could be added in the bullet point to increase clarity; the overall sentence would not be altered beyond that.

Mr Gana also wondered what the fourth bullet under the “recommendations” section meant by “Property Protection Bill.” Which bill did it refer to?

The Chairperson said it was an error. The bullet point should read “Property Practitioners Bill.”

Mr Gana suggested an addition on page thirty. The BRRR needed to highlight the issue of social housing institutions, and the addition thereof, and he believed that the most relevant place for that was on page 30.

Mr Gana also questioned the second to last bullet on page thirty. He knew that the Committee was asking for another progress report from the Estate Agency Affairs Board (EAAB), but wondered when that would actually happen.

The Chairperson informed him that the EAAB would be meeting with the Committee and delivering their progress report the following week, which was why the BRRR did not go into too much detail on the subject.

The report was adopted.

Adoption of minutes

Minutes of Committee meetings held on 13 October 2015 at 9:00; 13 October 2015 at 14:00; and 14 October 2015, were adopted without amendment.

The Chairperson said many issues arose from meetings of the previous week that need to be dealt with quickly. There would be meetings the following week to discuss the issues. She urged Members to tell their fellow Members to be on time for future meetings so that they can be adjourned earlier.

The meeting was adjourned.
