Six Provincial Legislatures read their Final Mandates in respect of the Financial and Fiscal Commission Amendment Bill. The Bill received support from Gauteng, KZN, Northern Cape, North West and Mpumalanga. The Western Cape did not support the Bill. Free State and Eastern Cape did not submit. Limpopo did not submit on time and the mandate which was submitted was not signed.
The Bill as well as the Committee report on the Bill was duly adopted by the Committee.
The Chairperson welcomed the Members of the Committee and the representatives of the provincial legislatures that were present as well as the delegates from National Treasury, the Ministry and the staff from Constitution House. The Chairperson read out apologies from Ms T Motara (ANC; Gauteng), Ms W Zondi (ANC; KZN) and Mr V Mtileni (EFF; Limpopo). The Chairperson pointed out that the Eastern Cape and the Free State would not submit their mandates.
Final Mandates on the Financial and Fiscal Commission Amendment Bill [BIB2015]
Mr S Mohai (Free State, ANC) read the Gauteng Mandate and said that province voted in favour of the Bill.
Mr L Gaehler (Eastern Cape, UDM) read the KZN Mandate and said the province supported the Bill.
Northern Cape Legislature
The Chairperson read the Northern Cape Mandate and said the province voted in favour of the Bill.
North West Legislature
Mr T Motlashuping (North West, ANC) read the North West Mandate and said the province voted in favour of the Bill.
Mr F Essack (Mpumalanga, DA) read the Mpumalanga Mandate and said that the province voted in favour of the Bill.
Western Cape Legislature
Ms E Van Lingen (Eastern Cape, DA) read the Western Cape Mandate. The province did not support the Bill as the amendments it had proposed in the previous meeting had not been included. It therefore voted against the Bill.
The Chairperson said that there are 5 provinces in favour of the Bill hence the Bill was to be adopted
Committee report on the Financial and Fiscal Commission Amendment Bill
The Chairperson said that Limpopo had not submitted its mandate on time and the mandate was not signed which was not in line with the rules. The Report was adopted with no amendments.
The Committee minutes for the meeting on 3 June were adopted without any amendments.
The Committee minutes for the meeting on 5 June were adopted but the Chairperson said that the minutes had to be amended to remove KZN because it was not present.
The Chairperson announced that there was a joint meeting at 11 am with the Standing and Select Committees on Appropriations to be brief on the two Eskom related Bills. On 17 June, there would be a meeting with 3 Provincial Treasuries. Lastly, there would be a final meeting for the term regarding the adoption of the Appropriations Bill.
