Consideration of Committee Report on Appropriation Bill

The Chairperson stated that the Committee had considered the Appropriation Bill [B6-2015], referred to in terms of section 10(a) of the Money Bills Amendment Procedure and Related Matters Act 9 of 2009 and that the Committee had drafted a 22 page report containing the context and an overview of the 2014 Appropriation Bill (B4-2014); hearings on the 2015 Appropriation Bill; Committee findings and observations, recommendations on briefings and comments by invited stakeholders; and Committee recommendations on the Bill.

The Chairperson took Members through the Draft Report and no substantive changes were made. There were only language changes. After going through the Draft Report and amending it, the Chairperson declared that the Committee would not move on to adoption. Adoption would take place the following day.

Consideration of Committee Report on 3rd Quarter 2014/15 Expenditure Patterns
The Chairperson stated that the Committee had heard briefings and considered the third quarter expenditure patterns of national departments for the 2014/15 financial year. A report in which summaries of those briefs were contained, was drafted. Having deliberated with the invited national departments on these matters, the Committee made certain findings which were included in the Draft Report.

The Committee went through the Draft Report, paragraph by paragraph, making technical amendments and rephrasing certain paragraphs in order to have a clearer contextual meaning.

Two findings (4.15 and 4.16) were deleted as these findings were made on the basis of the Committee researcher reports but not on the Committee’s hearing of a briefing by the Department of Cooperative Governance. This led to the deleting of recommendations made under sub-section 5.4 in relation to the Department of Cooperative Governance.

The Chairperson announced that the Committee should wait for the Draft Report to be amended accordingly and that it would be adopted the following day.

Consideration and adoption of the minutes
The minute of 26 May 2015 was considered and adopted with minor amendments.
