SUMMARY
The Committee adopted the Annual Report for 2002.

MINUTES:
Mr P Smith (IFP) asked why this report was being discussed at this time of the year since the Committee was still meeting; it meant that the report would not be accurate.

The Chair said that he felt the same way, but the report had to be provisionally adopted and then finally adopted in February 2003 because of the expectations of the powers that be.

Technical errors were fixed, which did not change the substance of the report.

Mr Smith referred to the report asked what was meant by "Appearances" under the heading, "Appearances before the Committee". The Chair said that he had no idea. The Committee then decided that it would be best to distinguish between formal appearances, where the person was summoned, when the person presented and informal appearances or where the person attended out of interest only.

There was a problem with the term "entity report" under the heading "Departmental Report/Entity Report. It was decided that it referred to the annual budget process and related to what the Auditor-General said about their previous spending.

The Annual Report was therefore provisionally adopted.
