SUMMARY
The briefing could not take place, as there was a breakdown in communication between the Committee section and the Department.

MINUTES
The Chairperson informed the committee that there had been confusion on the side of the Department because of the breakdown in communication between the Portfolio Committee secretariat and the Parliamentary Officer of the Department.

He assumed that a presentation had already been made by head office in Pretoria when members paid a visit to head office. He was supposed to brief them on issues that were not clear to members. However, head office only gave the Chairperson a minor verbal briefing. This was apparently the reason that a request had been made for the Parliamentary Officer to make the presentation.

Discussion
Mr. K Moonsamy (ANC) acknowledged the fact a partial briefing took place in Pretoria on the 25 September 2002.

Ms. TLP Shilubane (ANC) proposed that in the light of the information they had gathered they should adjourn the meeting until the Department was ready with the presentation.

The chairperson asked if it would be wise if they involved the NCOP on deliberations. It was felt that they should travel together to reduce travelling expenses.

Mr. NE Magubane (ANC) said the budget for the workshop was R3000 and asked if it was possible to conduct such an important conference on that amount.

The Chairperson stated that the Chair of Chairs said that this was a mistake and was going to be rectified or Parliament should be requested to fund the workshop.

Mr. Magubane said the Chair of Chairs should have indicated the amount if he was saying the R3000 was a mistake.

The Chairperson said the whole budget had not been approved yet but the standard procedure was that when funding was applied for the expenditure side of the budget was considered.

Mr. Moonsamy said the workshop had already been set for the 25-26 November 2002.
