South African Revenue Service Amendment Bill
Mr Kosie Louw (Director of Tax and Legal Services: SARS) took the Committee through a briefing on the Bill (see document).
Discussion
Mr Lucas (ANC) asked Mr Louw to comment on the role of Parliament in the process of making recommendations for the appointment of the SARS Commissioner.
Mr Louw replied that at present, it is the Minister's role to appoint the Commissioner. In this instance there is no role for Parliament. But there would be broad oversight by Parliament.
Mr Theron (DP) asked if SARS would have more teeth in order to prevent people "from getting away with murder".
Mr Louw replied that there are still difficulties pertaining to criminal prosecution. Arrangements had been made and the problem is being dealt with.
Mr Kolweni (ANC) asked within which bargaining council did SARS fall.
Mr Louw replied that it was the SARS Bargaining Council and that SARS did not prevent any member from joining a union.
