2014 Division of Revenue Amendment Bill [B11-2014]: final mandates
Meeting Summary
The Committee considered final mandates from the provinces on the 2014 Division of Revenue Amendment Bill. Eight provinces - Eastern Cape, Gauteng, KwaZulu-Natal, Limpopo, Mpumalanga, Northern Cape, North West and the Western Cape - all voted in favour of the Bill. The Free State was the only province whose final mandate was outstanding. The Free State Province was scheduled to sit on 20 November 2014 to conclude its final mandate and thereafter would submit it to the Committee. The Chairperson pointed out that the final mandates should reflect the debates that had taken place in the various provinces.

Final mandates on the 2014 Division of Revenue Amendment Bill
In response to the Chairperson asked the Committee Secretary to indicate how many provinces had submitted final mandates on the Bill, he responded that eight of the provinces had submitted final mandates. The Free State Province had not submitted their final mandate as yet.
The Chairperson stated that the Free State Province was scheduled to sit on the morning of 20 November 2014 to conclude its final mandate on the 2014 Division of Revenue Amendment Bill. He asked Ms T Motara (ANC, Gauteng) the Committee Whip, to present the final mandates of those provinces that did not have representatives present in the meeting to the Committee.
Eastern Cape Province
Ms Motara stated that the Province had voted in favour of the Bill.
Free State Province
Reference was made to the Chairperson’s earlier explanation that the Free State Province’s final mandate was to be finalised later in the week and would be submitted to the Committee.
Gauteng Province
Ms Motara said that the Province voted in favour of the Bill.
Kwazulu-Natal Province
Ms Motara noted that the Province had also voted in favour of the Bill.
Limpopo Province
Mr V Mtileni (EFF, Limpopo) stated that the Province voted in favour of the Bill.
Mpumalanga Province
Mr F Essack (DA, Mpumalanga) said that the Province had voted in favour of the Bill.
Northern Cape Province
Mr C De Beer (ANC, Northern Cape) noted that the Province voted in favour of the Bill.
North West Province
Mr T Matlashuping (ANC, North West) said that the Province had voted in favour of the Bill.
Western Cape Province
Mr Essack said the Province had voted in favour of the Bill and noted the annexure attached to the mandate.
Committee Draft Report on the 2014 Division of Revenue Amendment Bill
The Chairperson took the Committee through the Report page by page and it was adopted unamended.
The Chairperson pointed out that the final mandates should reflect the debates that had taken place in the various provinces.
Committee Minutes
The Committee adopted the minutes of 11 November 2014 as amended.
