Meeting Summary

The Ad Hoc Committee on the Filling of Vacancies in the Commission on Gender Equality discussed the candidates for the nomination of commissioner, either as full-time or part-time commissioners for the month of January and June respectively. After a brief discussion, Members agreed and recommended Dr Wallace Amos Mgoqi and Nondumiso Maphazi Ranuga to serve as full-time commissioners in January 2014, and Primrose Sobahle and Ms Fundisile Nzimande to serve as part-time commissioners in June 2014.

The Committee would submit its recommendation report to the National Assembly. The National Assembly would then recommend the names of the candidates to the President for consideration. The Committee adopted its recommendation report and minutes with amendments.

The Committee adopted the minutes of 30 October, 31 October and 5 November 2013.
 

Meeting report

Consideration of the Committee Report on the Filling of Vacancies in the CGE
The Chairperson stated that the Committee had to select eight candidates to fill the eight vacant positions. In January 2014, four candidates would assume their positions while the other four would assume their positions in May. Those who were currently serving and whose term of office ended in May 2014 should be recommended for the second phase, which starts in June so they could finish their term. Those who were currently serving were Ms Nondumiso Maphazi Ranuga and Mr Wallace Amos Mgoqi (full-time), as well as Ms Lulama Nare and Ms Nomsisi Linelwa Bata (part-time). The National Assembly (NA) put forward the motion that the Committee could determine which candidates would fill these vacancies as full-time and part-time commissioners.

The Committee discussed the proposal put forward by the Chairperson.

Ms B Ramodibe (ANC) stated that she agreed with the proposal made by the Chairperson and asked for clarity about the names the Committee had to review.
The Chairperson stated that four commissioners needed to be appointed in January, two full-time and two part-time, and noted that those who were full-time should be allowed to complete their term of office, which ended in May. Those that were not currently serving or who were part-time, having reached the top of the list as potential commissioners for the vacancies, should be considered by the Committee.
Ms Ramodibe stated that for January, Ms Lulama Nare and Mrs Nomsisi Linelwa Bata should be selected as full-time commissioners.
The Chairperson stated that Ms Lulama Nare was a part-time commissioner.
Ms E More (DA) seconded the nomination for Ms Lulama Nare and Mrs Nomsisi Lindelwa Bata and asked when the contract of Ms Lulama Nare (part-time commissioner) would end.
The Chairperson stated that Ms Lulama Nare was appointed for two years and that she served for 18 months.
Ms L van der Merwe (IFP) noted that the Act stated that the President could change a part-time contract to full-time, so there should not be a problem regarding this matter.
The Chairperson asked whether the Committee was in agreement to recommend Mrs Nomsisi Lindelwa Bata and Ms Lulama Nare as full-time commissioners starting in January and asked for proposals for part-time commissioners that would start in January.
Ms L van der Merwe nominated Ms Nomasonto Grace Mazibuko to start working as a part-time commissioner in January.
The Chairperson asked whether anyone wanted to second that proposal.
Mrs H Lamoela (DA) seconded the nomination made by Ms van der Merwe.
The Chairperson asked if there were any objections to that name.
The Chairperson stated that the Committee recommended in January that Nomsisi Lindelwa Bata and Ms Lulama Nare would serve as full-time commissioners and in January Ms Nomasonto Mazibuko and Mr Mbuyiselo Botha would serve as part-time commissioners. The next issue of discussion was the nomination of candidates for June as full-time commissioners.
Ms B Dlulane (ANC) proposed that Dr Wallace Amos Mgoqi as a full-time Commissioner in June, so he could finish his term.
Ms E Coleman (ANC) seconded the proposal made my Ms Dlulane.
Ms Dlulane nominated Ms Nondumiso Maphazi Ranuga.
It was noted in the Committee that the names of candidates should be spelt correctly according to their CV, as Nondumiso told the Committee that her surname was spelt incorrectly.
The Chairperson acknowledged the need to correct the names and surnames of nominations and then asked the Committee for the names of part-time commissioners for June.
Mrs Kusela Murella (Director: Academic Admin. CPUT) nominated Ms Primrose Sobahle.

Ms More seconded the nomination.

The Chairperson reaffirmed that in January Ms Nomsisi Lindelwa Bata and Ms Lulama Nare would serve as full-time commissioners. In January Nomasonto Grace Mazibuko and Mr Mbuyiselo Botha would serve as part-time commissioners. In June, Dr Wallace Amos Mgoqi and Nondumiso Maphazi Ranuga would serve as full-time commissioners, and Primrose Sobahle and Ms Fundisile Nzimande would serve as part-time commissioners

The Chairperson stated that the Committee concluded its task and would adopt its report and minutes.

Ms Dlulane wondered if the Committee should indicate the results of the candidates in its report; as the report only showed which candidates were successful and asked for clarity in the structure of the Committee report.

The Chairperson stated that the results of the candidates were not included in the report; the Committee only recommended the names of candidates. It was noted further that it needed to be reflected that the Committee was making recommendations and not making any decision about which candidates should be selected as commissioners. The Committee Report would be forwarded to the National Assembly which would consider and adopt it, from there the National Assembly would recommend the list of candidates to the President.
The Committee Report on the filling of vacancies for the Commission for Gender Equality dated 7 November 2013 was adopted with amendments.

Adoption of Outstanding Committee Minutes
The Committee adopted the minutes for 30 October, 31 October and 5 November 2013 with amendments.
