Meeting Summary

The Committee met to consider the 2013 Adjustment Appropriation Bill Report and the 2013 Medium Term Budget Policy Statement (MTBPS) Report. The former was adopted without amendments by the Select Committee. Concerning the latter, Members wanted to know whether the percentages quoted in the report was the same as the percentages found in the National Development Plan (NDP). Members said that the term government was a very broad term and that it should be narrowed down by substituting it with the term “the Minister of Finance”. The report, with amendments, was adopted.

Committee Report on Adjustment Appropriation Bill
The Chairperson tabled the report for consideration.

The Adjustment Appropriation Bill [B37 – 2013] report was adopted without amendments by the Select Committee.

Committee Report on 2013 Medium Term Budget Policy Statement
The Committee then considered its report on the 2013 Division of Revenue (DoR) and conditional grant allocation to provincial and local government as contained in the 2013 Medium Term Budget Policy Statement (MTBPS).

Mr A Lees (DA; KwaZulu-Natal) sought clarity on item 6.3 (p12) and wanted to know whether the percentage quoted was the same as the percentage used in the National Development Plan (NDP).
 
The Committee Researcher said it reflected the priorities in the NDP such as health and education. The percentages were used to show that the NDP indeed prioritised them.

Mr D Joseph (DA; Western Cape) said it could possibly be redrafted to say that the division of revenue reflected the NDP priorities.

On item 6.4, Mr Lees said that the term government was a very broad term and that it should be narrowed down by substituting it with the term “the Minister of Finance”.

On item 6.7, Mr Lees said the difficulty with delegation lay in its acceptance by those on whom the delegated work fell and thus found the use of the word “assigned” problematic. The word should be left out.

On item 7.4, Mr Lees said that the use of the word “enforce” was problematic as one could not force guidelines.

On item 7.8, Mr Lees said National Treasury could not run the institutions such as municipalities. It could only offer support of a technical nature. However the extent of that support was not defined. It should support municipalities in terms of what they were legally able to do.

Mr C de Beer (ANC; Northern Cape) said it was a constitutional obligation to support municipalities.

The Chairperson suggested that after the word ‘guidelines”, the phrase “and/or national regulations” be added.

The Committee Researcher then gave a revised draft for insertion into 6.3. It would the read that the distribution of resources addressed the NDP priorities. Education received 38%, Health 35.5%, Criminal Justice 22% and Economic Services 7.9%. 

The report, with amendments, was adopted.
