Meeting Summary

The Committee met briefly to consider its report. The report described the mandate of the Committee as well as the work that it had carried out. The Committee was expected to conclude its work by Friday and submit the report to the House for consideration. Members however agreed to consider the final draft later in the week because they had received the report late and did not have time to consider the document. They also pointed out that the report was incomplete, that it had taken so long to compile despite the fact that so many support staff had been assigned to the Committee and that they had been treated badly on the trip they undertook to Limpopo, North West and KwaZulu Natal.

Welcome and Apologies
The Chairperson welcomed everyone and mentioned that Mr M Johnson (ANC) Ms N Dambuza (ANC) had tendered their apologies.

Report of Committee to Exercise Coordinated Oversight on the Legacy of the Natives Land Act of 1913
The Chairperson said that the final report would be available on Friday, 18 October 2013. The Committee would not be able to ask for an extension after that.

Ms C Mabuza (ANC) said that she had only received the report the day before and would not be able to “do justice to it”. She then pointed out that the Chief Mhinga report was not included in the overall report even though it was supposed to be. She said that the Members should have received the report much earlier.

The Chairperson urged Members to raise issues that they thought should be included in the report as long as they were aware of the deadline.

Ms P Ngwenya-Mabila (ANC) suggested that the Committee should go through the report page-by-page and then meet on Thursday, 17 October 2013 to adopt the final draft.

Ms Mabuza said that the Committee had more than 12 support staff but could not compile a simple report. She mentioned that Members were treated badly on the trip they undertook to Limpopo, North West and KwaZulu Natal. There was no excuse to justify an incomplete report.

The Chairperson tried to calm Members and said that the Committee could deal with the shoddy treatment they received from the trip organisers at a later stage. He reminded Members not to forget the principal mandate of the Committee and urged them not to lose sight of the bigger picture.

Mr Z Ntapane (UDM) seconded Ms Ngwenya-Mabila’s suggestion that the Committee meet on Thursday to consider the final draft of the report.

Mr M Swathe (DA) suggested that the Committee meet at 2pm on Thursday and Ms Sunduza (ANC) seconded this proposal. The Committee agreed to meet Thursday 17 at 2pm.
