Meeting Summary

The Committee considered and adopted three outstanding reports as well as the minutes of two previous meetings. A Member said that that all FET campuses should have uniform accreditation and this should be reflected in the recommendations

The Committee briefly discussed why the Department of Human Settlements did not transfer 25 % quarterly as required to the provinces but only transferred 17 %. Some Members argued that this would lead to under spending by the provinces and others pointed out that provinces could not even spend the 17 % that that had been transferred.

Apologies
The Chairperson apologised to the Committee for starting late.

The Chairperson indicated that Ms S Faku (ANC; Eastern Cape, Ms T Memela (ANC; KZN) and Mr S Montsitsi (ANC; Gauteng) had tendered their apologies.

The Chairperson informed Members that the Committee would consider various outstanding reports and minutes.

Annual Performance and Evaluation Report of Further Education and Training Colleges Grant for 2012/13
The Chairperson said that the report was circulated beforehand and went through it page by page and invited comments from the floor.

Mr W Makhubela (COPE; Limpopo) referred to pages 7 and 8 said that he had raised a matter with FET Colleges, noting that their programmes were accredited at the main Campus, but not at the satellite campuses. He wanted to make sure that all FET campuses should have uniform accreditation and this should be reflected in the recommendations. Recommendation 5.7 talked about the capacity constraints not accreditation.

The Chairperson said that Mr Makhubela’s concern would be reflected in the final draft.

Mr C De Beer (ANC; Northern Cape) moved for the adoption and Mr A lees (DA; KZN) seconded the motion. The report was adopted with amendments.

Annual Performance Evaluation Report of Provincial Roads Maintenance Grant for 2012/13
The Chairperson went through the report page by page while Members were expected to raise amendments as he went along.

The Chairperson asked the Committee Secretary, Ms Estelle Grunewald, to insert the table of figures on page 5.

Mr B Mashile (ANC; Mpumalanga) referred to page 5 and pointed out a typo error.

The Chairperson said that he would verify the error with the printers before the report was published.

Mr Mashile referred to page 6 and asked why the plus sign had been included in the total.

Ms Grunewald explained that the plus sign reflected a cumulated target.

Mr Mashile referred to the findings on page 9 and said that there was a problem with technical, professional, programme and project management. He suggested that this should be reflected in the report.

Mr M Tau (ANC Mpumalanga) replied that Mr Mashile’s concern was addressed in paragraph 4.1.

Mr Lees moved for adoption and Mr Joseph seconded the motion, the Annual Performance Evaluation Report of Provincial Roads Maintenance Grant for 2012/13 was adopted with minor amendment.

First Quarter Performance of the Human Settlements Development Grant for 2013/14
The Chairperson went through the report page by page while Members were expected to raise amendments as he went along

Mr D Josephs (DA; Western Cape) asked why the report referred to a meeting as a hearing on page 1.

Mr Lees said that it was fine given the fact that the Committee would be listening to a presentation from officials, he said that technically there was nothing wrong with the word hearing as long as it was not written as public hearings.

Mr Mashile referred to paragraph 1 on page 1 and said that the word “assigned” should be changed to “accredited”.

Mr Mashile referred to page 3 and questioned the use of a minus sign and asked for it to be removed. He also questioned why the Department did not transfer 25 % quarterly as required but only transferred 17 % as reflected on page 11. This could result in provinces under spending.

The Chairperson replied that provinces could not even spend the 17 % that that had been transferred.

Mr Tau explained that 25 % could only be transferred when the Provinces that submitted plans that were equal to the 25 % per quarter.

Mr Lees asked why only 17 %.

The Chairperson suggested that the Department should give clarification because that data was sourced from the Department’s document.

Mr Mashile said that the Department had deviated from the Division of Revenue Act.

Mr Mashile questioned the fact that Mpumalanga spent funds even though it did not receive the grant as reflected in the report, and pointed a technical error at the bottom of page 13.

Mr De Beer moved for adoption and Mr Joseph seconded the motion. The First Quarter Performance of the Human Settlements Development Grant for 2013/14 was adopted with minor amendments.

Outstanding Committee Minutes

Minutes dated 20 August 2013

The Chairperson went through the minutes and invited comments from the floor.

Mr Mashile pointed out that the minutes did not reflect that the Committee had congratulated the Minister on her appointment.

Mr Joseph moved for adoption and Mr Mashile seconded the motion, and the August 20 2013 minutes were adopted with this minor amendment.

Minutes dated 10 September 2013
The Committee went through the minutes expecting amendments as they went along.

Mr Makhubela moved for adoption and Mr Mashile seconded the motion and the September 10 2013 minutes were adopted without amendments.

The meeting was adjourned.
