Meeting Summary

The Department of Home Affairs took the Committee through the incorporation of the Portfolio Committee amendments (A version) into the Electoral Amendment Bill (the B version). Members agreed that it reflected what the Committee had agreed on. The Democratic Alliance indicated it supported the Bill, but was still committed to the additional proposed amendments it had presented to the Committee. The Committee approved the Bill which would be voted on the following day in the National Assembly.

Meeting report

The Chairperson noted that the previous day the Committee had asked the State Law Advisors to incorporate the proposed amendments into the Bill as the B version of the Bill. The Committee would run through the B Bill and see if all the changes were included in the Bill. The Committee would approve the Bill and adopt its Report on the Electoral Amendment Bill.

Adv Tsietsi Selebemetja Selebemetja Director: Drafting (Legal Services) at Department of Home Affairs, went through the A-List and indicated where the proposed amendments to Clauses 4, 6 and 7 had been effected in the B Bill.

The Chairperson asked Members were in agreement with the amendments and how they were incorporated.

Mr G McIntosh (Cope) said he agreed that the B Bill reflected what the Committee had discussed around the A Bill.

The Chairperson requested that the Committee Report on the Bill be adopted.

Ms N Mnisi (ANC) moved for the adoption, and it was seconded by Mr McIntosh.

Mr M De Freitas (DA) said his party supported the Bill but it was still committed to the additional amendments that it had made.

The Chairperson said that that would be noted.

In reply to Mr De Freitas asking if the Bill would be voted on the following day in the National Assembly, the Chairperson affirmed that the Bill would be debated and voted on in the House the next day.

Adv Pansy Tlakula, IEC Chairperson, thanked the Committee for its sterling work on the Electoral Amendment Bill. The Commission was anxious that the Bill be adopted so that it could start with preparations for implementing it.
