Meeting Summary

The Committee considered and adopted the draft report on the Department of Transport’s budget for 2013/14. Members made the following recommendations:

●The Department should move faster in developing a National Maritime and Scholar Transport Policy.
●The rising number of road fatalities necessitated a drastic move such as adapting the Japanese and Korean driving lessons for South African purposes.
●All Grade 12 should be trained to drive and acquire driver’s licences.
●The Shova Kalula cycle initiative should be enhanced and the cycle manufacturing plant should be located in an area where unemployment and poverty was a major problem especially in the rural provinces.
●The Department should lead entities rather than follow them performance wise, this was due to lack of support systems on the part of the Department.

Committee Report on Department of Transport Strategic Plan 2013
The Chairperson tabled the report for consideration. She went through the document page by page and invited comments from the floor.

Mr I Ollis (DA) referred to paragraph 7.6 and pointed out a minor grammatical error.

The following recommendations were suggested:
Mr Ollis suggested that the Committee should make recommendation to indicate that the number of fatalities due to road accidents were escalating and urge the Department to do more to curb this.

Mr L Suka (ANC) concurred with Mr Ollis.

The Chairperson suggested that the Department should replicate the driver training programmes from South Korea and Japan.

The Chairperson raised her concern regarding the slow pace of developing a National Maritime and Scholar Transport Policy. She therefore recommended that the Department move a bit faster in this regard.

The Chairperson said in future all matriculants should receive driving lessons in order to pass drivers licences. She recommended that the Department should speed up the Shova Kalula cycle initiative.

Mr Ollis concurred with the Chairperson and added that the cycle manufacturing plant should be located in an area where unemployment and poverty was a major problem especially in the rural provinces.

The Committee felt that the support system of the Department was not matching that of the entities. They recommended that the Department should match its entities in performance because they were supposed to be leaders rather than the followers.

Mr Suka moved to adopt the report and Mr Ollis seconded the motion.
