The Committee was again unable to proceed with deliberations on the General Intelligence Laws Amendment Bill as a quorum of Members was not in attendance.

The Chairperson had requested permission for the Committee to sit for longer than the normal working day on 19 March 2013 in order to finalise the deliberations on the Bill.

The Chairperson noted apologies from Mr J Thibedi (ANC), Mr N Fihla (ANC), Mr J Maake (ANC), Ms S Williams-De Bruyn (ANC) and Mr F Bhenghu (ANC).

Deliberations on the General Intelligence Laws Amendment Bill
The Chairperson reminded the Committee of the urgency of the Bill.  He had requested permission from Parliament for the Committee’s meeting on Tuesday, 19 March 2013 to extend beyond the normal workday.  The Committee had requested an extension of its term of office, which expired on 28 March 2013.

The Committee had requested Mr D Maynier (DA) to submit suggested amendments to the Bill in writing.  The requested document had been circulated to the Members of the Committee.  Mr Maynier had requested that the ANC’s position on the Bill was documented.  As discussed during previous Meetings of the Committee, the ANC had recommended that the provisions in the Bill concerning the National Intelligence Coordinating Committee (NICOC) and the National Communications Centre (NCC) were withdrawn.

Members of the Committee would be provided with the necessary supporting documents to aid them in deliberations on the Bill.  Clause-by-clause deliberations would commence on 19 March 2013.

As a quorum of Members was National Communications Centre (NCC) not present, the meeting was adjourned.
