Meeting report

The Chairperson tabled the document for consideration. Thereafter, he went through the report page by page and invited comments from the floor.

Ms G Tseke (ANC) proposed a few minor changes to the document. She also suggested an insertion of the words “189 clubs received capacity training” on programme 3.3.

Mr G Mackenzie (COPE) raised his concern regarding the wording of the second bullet point; he said that it needed to be reworked.

Mr M Dikgacwi (ANC) suggested that the last bullet point under observations the last part of the sentence right after the word “federations” should be deleted because it was incorrect.

Mr M Rabotapi (ANC) concurred with Mr Dikgacwi and the Committee agreed to the suggestion after a brief discussion.

The Chairperson warned the Committee Secretary and his support staff that the conclusion should never be mentioned before recommendations on documents such as Committee reports.

Mr Lichakane Phori, Committee Secretary, explained that the Secretariat was guided by Parliamentary guidelines. He added that he would shift the conclusion to the end of the report.

The Chairperson suggested an addition of the word “historically” before the word “disadvantaged” on the third bullet point.

Mr Mackenzie suggested an additional recommendation that “there was a general lack of leadership qualities” as was noted by the Auditor General’s Report (see PFMA audit outcomes for 2012/2013 Financial Year)

Mr Dikgacwi moved for the adoption of the report and Ms L Mjobo (ANC) seconded the motion.

Any Other Business
The Chairperson informed Members that the Committee had been invited by the South African Rugby Union to attend a meeting to be held at Montecasino in Johannesburg on 6November 2012.

The meeting was adjourned.
