The Committee briefly discussed the Eastern Cape Oversight Visit report. Members made several changes to the document and agreed to adopt it the following day.

Meeting report

Welcome and Announcement
The Chairperson welcomed Members and announced that the USA Study tour had been approved by the Office of the Speaker.

Report on the follow up Oversight Visit to the Eastern Cape Province

The Chairperson tabled the report for consideration. He hoped that Members had gone through the document beforehand.

The Chairperson suggested minor changes to pages 2 and 4.

Mr Tsepo Masu, Content Advisor for Committee, pointed out that the spelling of Cecilia Makewane should be corrected to “Makiwane” on page 3.

Mr Phelelani Dlomo, Committee Researcher, highlighted minor errors in the report and suggested that these be changed.

Mr J Gelderblom (ANC) suggested the deletion of the word “other” before the words provinces and on recommendation 7.5 he suggested the insertion of the word “building before the word “plan”

Mr L Ramatlakane (COPE) suggested the addition of the phrase “for this year and the subsequent financial years” at the end of recommendation 7.4

Mr Dlomo explained that the National Youth Development Agency (NYDA) had been experiencing similar challenges as those in recommendation 7.5 in all the provinces.

The Chairperson said that the Committee would invite the NYDA for a briefing.

Mr Dlomo suggested that the Committee should hold a workshop where all the problems would be laid bare and explore solutions.

Mr Ramatlakane suggested that the Committee could debate the matter in the House.

Ms R Mashigo (ANC) suggested that the Committee could invite legal advisor to suggest a way forward around the matter of slow pace of building schools in the Eastern Cape. She said the funds had been availed for the project but the Eastern Cape Department of Education was coming up with excuses and promising but they were not doing so.


Ms L Yengeni (ANC) seconded the suggestion of inviting the Department and discussing a way forward for the Committee.

The Committee agreed to meet the following day to discuss and adopt the report after they agreed to delete the conclusion paragraph.

The meeting was adjourned.
