COMMITTEE REPORT ON BUDGET HEARINGS: ADOPTION

SUMMARY
The report on budget hearings was adopted without any objections. The Committee was of the view that they needed more information from the Department of Housing on Housing Institutions and the criteria for their establishment. They asked that a copy of the National Housing Code be distributed to them before the next meeting.

MINUTES
The Chairperson said as the Minister had presented her budget speech in the National Assembly the previous day, that the report on the budget hearings by the different Housing Institutions should be adopted in its entirety.

Discussion
Mr B Dlamini (IFP) suggested that the Committee organise a workshop with the relevant stakeholders in order for the Members to be sensitised to the divergent views of different interest groups.

Mr C B Herandien (NNP) said the National Department should supply Members with a list of Housing Institutions and the criteria for their establishment as the Minister had indicated in her budget speech that approximately 35 Housing Institutions had to be established. He said also that it was important that every Member receive a copy of the National Housing Code costing R260 a copy.

The Chairperson, alluding to the suggestion, said that to operate without the code would be like walking in the darkness.

Mr Herandien clarified that they need to get the Code from the Department first and then at a later stage the Department could come before and explain it to the Members.

Mr S D Montsitsi (ANC) said that if a workshop were organised, it would not be possible for the Director-General to host it because he was not sure if the Housing Institutions who made the presentation could come for a third time to meetings.

The Chairperson felt that the member was discussing details while they were still dealing with the principle.

Ms J A Semple (DP) asked when the new piece of legislation on the Housing Institutions would be coming up.

The Chairperson said that it would be coming up on 21May 2002 for passing as they had already agreed that it would not be debated.

Mr Montsitsi added that from the Chief Whips side that in order for the legislation to be passed this year it had to be in between the 4 August and 9 August 2002.

The Chairperson said that the output of the Committee would be judged by the legislation it passed.

Mr Herandien asked the Chairperson if she would be attending the meeting of MINMEC.

The Chairperson said she had received an invitation to attend and informed Members that the Committee would be discussing visits the following week.

The meeting was adjourned.
