SUMMARY
The Committee adopted the draft programme for 2002, parties were advised to discuss the draft programme and will have to put forward amendments or additions for the members to consider next week during the finalisation of the programme. Discussion on the Disestablishment of the South African Housing Trust Limited Bill was deferred until next week.
An Acting Chairperson was also elected.

DISCUSSION
The chairperson informed Members that by next week the Department will be briefing the Committee on the Destablishment of South African Housing Trust Limited Bill.

Mr BM Douglas (IFP) said on the draft programme they have already five Bills which will have to be adopted.

The Chairperson said it is draft programme and is not cast in stone.

Ms JA Semple (DP) suggested that they deal with the Destablishment of the South African Housing Trust as it is supposed to be finalised in April.

Mr WM Skhosana (ANC) said all members are in agreement that they should move forward speedily but in relation to the Bill they await the presentation that is going to be made by the Department next week as they are having more information on the Bill.

The Chairperson informed members that they have received a notification that the Bill has gone through The NCOP and the Department will brief them both on the Bill and the Budget.

Mr GD Schneemann (ANC) said they needed to be more cautious about time.

Mr JH Nash (ANC) asked members when would they have their budget vote.

Mr Schneemann suggested that they adopt the Draft Programme as provisional and parties be given time to look at it.

Mr Skhosana said the 20th is not far away and it seems that the House will rise on the 19th.

Ms MP Coetzee-Kasper (ANC) said she does not think the House will rise on that particular day but the Committee section will have to look on the matter and inform Members accordingly.

The Chairperson noted that the popular view is that they adopt the programme and it be given to parties to scrutinize and come back with submissions next week.

Mr. Scheemann said it is their first meeting and their previous Chairperson Ms Nomatyala Hangana is no longer with them as she has been promoted to MEC for Housing in the Western Cape Legislature and the Committee should extend its congratulations to her.
