SUMMARY
The report on the study tour to Thailand was not adopted as the report had not been distributed to all members of the Committee.

The Chairperson presented a report on the Strategic Workshop on the Public Service.

MINUTES
Thailand Study Tour

Dr Nel (NNP) said they learnt a great deal and commended the Committee section for the report and proposed that the report be deferred for another meeting.

Mr M Ralane (ANC) said the report was not only useful for the Committee but for the whole country.

Mr N Raju (DP) said the journey was one day short.

Mr V Windvoel (ANC) agreed that the report be deferred and said that there were matters that were relevant to other Committees as well.

The Chairperson said they would adopt the report after the recess. She also noted that there was chaos in the Department of Transport while the Department of Public Works was in good standing in relation to poverty alleviation. There were issues that were overlapping and yet each Department was working separately. The Committee would have to monitor the Departments to avoid under-spending and dumping of money on District Councils.

Mr Windvoel suggested that the Committee should make a follow up on the State of the Nation address.

Ms Thompson said they needed to call people who deal with tenders from the Department of Public Works.

The Chairperson said that on the question of housing shortages, the Committee felt that rural people should be allowed to stay where they were.

Rev M Chabaku said they must look at the choices faced by rural people; some preferred to have infrastructure such as roads rather than houses.

Mr Raju said they tended to skip over the question of rural housing and in his opinion it should be treated as a separate entity that dealt specifically with rural housing. With respect to rental housing, when examining employment trends it seems that people tend to move from one area to another therefore rental housing stock must also be considered as an option.

The Chairperson said that if they did not make any impact on rural people they were not serving their mandate.

Mr Windvoel moved for the adoption of the report together with the annual programme for 2002 with amendments.

Mr Raju supported the motion.

The meeting was adjourned.
