Meeting Summary

The Senior Researcher read the Draft Budget Review and Recommendation Report page by page while the Committee made corrections to grammar and sentence construction at the same time. The Committee emphasised that there should be a clear distinction between the mandate of the Committee and that of Parliament.

The Chairperson informed the Committee that the report was still work in progress as some reports and information was still awaited.

Consideration of the Report was postponed pending arrival of these reports and information.

Discussion
Members suggested that separate paragraphs explaining the observations of the Committee and those of the Department had to be added to the report and they also stated that it was necessary to distinguish the Committee’s role and mandate from that of Parliament. Members also suggested that challenges highlighted by the Department of Human Settlements had to be stated in the Report. The Committee was not impressed with the Department for giving them outdated information.

The Chairperson informed the Committee that information from the Department which was to form part of the Report was still awaited. Some of the information that was still outstanding included the N2 Gateway Project report, the South African Human Rights Commission (SAHRC) Report, and the Millennium Development Goals. Programme 4 of the Virements and Shift Funds had to be added as it had been omitted.

Mr M Mdakane (ANC) suggested that the role and mandate of the Committee had to be separated from that of Parliament so that there was no confusion to the readers of the Report as it was to be released to members of the public.

The Chairperson assured the Members that the team compiling the Report would check the rules of Parliament to make sure that readers had no cause for confusion. She also pointed out that when compiling the report it had been noticed that the Department had given them outdated information.

Ms M Borman (ANC) suggested that the 12 outcomes of the role of the Human Settlements in giving basic services had to be mentioned in the Report.

The Chairperson informed the Committee that the N2 Gateway Report had been requested from the relevant people, but in vain.
