Meeting Summary

The Committee amended and adopted the Budget Review and Recommendation Report for the Department of Public Works. Members concerns included the absence of the second quarter repot. It was agreed that the issue of skills development, skills transfer and mentorship be added to the recommendations. In addition, Members requested quarterly reports from the Independent Development Trust on the eradication of mud schools.

Adoption Budget Review and Recommendation Report
The Chairperson tabled the Report for consideration. He noted that Members had received the document beforehand and invited them to make comments.

The Chairperson said that he expected Members to have read through the report. He then invited Members to make some comments.

Mr W Doman (DA) queried why the second quarter report was not included in the Report.

The Chairperson replied that such a report did not exist. Thereafter, he summarized some of the observations and the recommendations that had been included in the Report.

Mr C Kekana (ANC) said that the Department should have set targets when addressing scarce skills shortage.

The Chairperson pointed out that the recommendations by the Committee had addressed Mr Kekana’s concern.

Mr Doman wanted to know what the Department was doing regarding land redistribution because huge tracts of land belonged to the Department.

The Chairperson said that the Department had released land for agriculture, and the land reform beneficiaries had not been using it.

Mr T Magama (ANC) suggested that the Department should forward information about the role and the whereabouts of the 90 data captures that it had hired.

Mr L Gaehler (UDM) and Mr Kekana suggested that skills development, skills transfer and mentorship be added to the recommendations.

Ms N Mdlala (ANC) suggested that the recommendations should include a request for quarterly progress reports from the Independent Development Trust on the eradication of mud schools. She also wanted an update around the glitches in providing work permits for Cuban technicians.

Mr Gaehler moved for adoption of the report and Mr Kekana seconded the motion, the Budget Review and the Recommendation was adopted with amendments.
