Budget Recommendation Review Report
The Chairperson informed the Committee that it needed to see the observations and recommendations from the finance cluster before it could adopt the Budget Recommendation Review Report. In that regard, a report had been requested from the Chairperson of the Standing Committee on Appropriations on that committee’s recommendations dealing with public works. However, it was indicated that no report was available at this stage and one would only be available the following day.

The Chairperson believed that the Committee should not proceed and sought advice from Members.

It was agreed that consideration of the report should be postponed until 12 October 2010.

Outstanding Minutes
The Chairperson tabled two outstanding minutes for consideration. These were dated 4 May and 11 May 2010. The former was approved without any changes while the latter was adopted with a few minor corrections.

Reports from KwaZulu-Natal, North West and Gauteng Provincial Departments of Public Works The Chairperson proposed that the Committee postpone the consideration of the three reports to either Friday, 17 September or 12 October 2010, as Members had not received some critical information from the three Provincial Departments of Public Works. The Committee was compromised by the gap in information. The Committee could do patchy work now but he advised against this. He reminded the Committee that the deadline given to the provincial departments was end of August 2010, which had long passed.

Mr L Gaehler (UDM) suggested that these reports be considered on 12 October 2010 as some Members had other commitments scheduled for Friday, 17 September 2010.

Ms L Jacobus (ANC) agreed with Mr Gaehler and added that this should be an extended meeting to ensure that all the reports were finalised on that day.

This recommendation was endorsed by the Committee.

Other Matters
The Chairperson noted that the Research Unit had provided the Committee with information concerning the Financial and Fiscal Commission. It was important that Members read the document and understood all the issues.
