Meeting Summary

The Committee met to discuss their agenda for next weeks meeting with the Department of Public Works. Members wanted clarity on what monies were written off and which provinces were considered as rural. The Committee supported the Chairperson’s idea of consulting with the Council for the Built environment and the Construction Industry Development Board. It was agreed that the report on the oversight visit to Kwa-Zulu Natal as well as outstanding minutes would be adopted at the next meeting.

Meeting report

Opening Remarks
The Chairperson commented that the Department of Public Works (DPW) assisted all government departments to lease or buy premises for their offices. These departments sometimes were given budgets for that purpose but never used it because they expected DPW to pay and this led to huge under spending. This issue needed to be addressed when the Committee met with DPW next week.

Consideration of KwaZulu Natal Oversight Visit Report
The Chairperson requested Members to thoroughly look at the draft Oversight Report for Kwazulu Natal and to concentrate on the recommendations. Members were advised to identify any omissions as the report had to be adopted the following week.

He apologised that the Gauteng and Northern Cape Draft Oversight Reports had not been finalised as yet.

Outstanding Minutes
The Chairperson tabled two sets of minutes. These were dated 11 and 18 May 2010. He asked Members to check spelling and grammatical corrections during the week so that they could be captured and adopted at their next meeting.

Draft Letter
The Chairperson read out a draft letter that he planned to send to the Council for the Built Environment (CBE) and Construction Industry Development Board (CIDB), to seek their assistance.

The Committee supported the Chairperson’s idea of consulting with both entities.

Issues to raise with DPW
The Chairperson opened the floor for Members to raise issues that could be added to the agenda for next weeks meeting with DPW

Mr S Masango (DA) recalled that there were monies that had been written off by DPW, he wanted clarity as to why they were written off.

Mr M Rabotapi (DA) wanted to know how DPW determined if the provinces were rural because initially it had stated that only KwaZulu Natal and Eastern Cape were considered rural but now there were more provinces that that had been added to that list.

Ms N Ngcengwane (ANC) suggested that as the Committee they had to do an Oversight Visit to Limpopo Boarder post and also look at the Military Barracks that were not occupied and vandalised.

The Chairperson suggested that a list with these issued had to be circulated to all the Members before their next meeting.
