The Annual report of the National Conventional Arms Control Committee for the 2009 fiscal year was submitted to the Committee but not to the Speaker. The Chairperson of the Parliamentary Committee responsible for conducting oversight over Committees had advised that any discussion of the annual report would be considered to have no standing and would have no value.
The presentation of the annual report was postponed to a later date.
The Chairperson informed Members that the 2009 Annual report of the National Conventional Arms Control Committee (NCACC) was submitted to the Committee in March 2010 but had not been submitted to the Speaker. Due to parliamentary procedure not being followed, any discussion on the annual report would have no standing.
After discussing the matter, the Members unanimously agreed that the presentation by the NCACC on the 2009 annual report should be postponed to a later date.
Mr D Maynier (DA) referred to media reports concerning a proposed change to the Joint Standing Committee for Defence to include oversight responsibility for Intelligence. The Joint Standing Committee was not currently meeting and if Intelligence was included, future meetings would be held in camera. Discussions had been held concerning the transfer of oversight responsibility for the NCACC to the Joint Standing Committee. He was concerned over the possibility that the presentation of the NCACC Annual Report would therefore not be held in public.
