Meeting Summary

The Committee met to approve the Minutes of the previous meeting. It also adopted the Committee Report, which was carefully worded to reflect that the request of Members to have a follow up engagement with the Department and its entities. There was unanimous support for the Department’s Strategic Plan but no final decision had been taken regarding its budget. Members noted that they would like to have further input from the Department and its entities on their mandate, how they would be working towards the goals outlined by the President on rural and youth issues, and how their presentations matched to the overall Strategic Plan and the targets and timeframes.

Adoption of Committee Minutes and Committee Report on Department of Public Works Strategic Plan

The Acting Chairperson reminded Members that at a previous meeting they had received inputs and presentations from the Department of Public Works and its entities. Although the presentations had been lengthy, the Members had made a strong case for more input, as they were almost all new to this Portfolio Committee, and wanted to closely track whether the Strategic Plan measured up to goals and targets outlined in the President’s opening address to Parliament.

She then commented that the purpose of the meeting was to adopt the Committee’s report and minutes of the last meeting.

Members unanimously agreed to adopt the Minutes, without any changes being proposed.

In relation to the Committee’s report, Mr S Masango (DA) noted that the Acting Chairperson had been appointed in the previous meeting, but this was not reflected in the report. He moved for the adoption of the report, subject to this being amended.

Mr P Mnguni (COPE) pointed out a typing but nevertheless seconded the adoption of the report, subject to the correction of the typing error.

Mr Masango stressed that the Committee supported the Strategic Plan of the Department of Public Works, as presented in previous meeting, but not the budget vote because the latter would still need to be debated.

Ms Akhona Busakwe, Committee Secretary, clarified that Members would have another opportunity to deliberate on the budget vote, and that the adoption of the Report would be worded so as to make it clear that the adoption of the budget vote was excluded at this stage.
 
The Committee supported the Strategic Plan and agreed that it needed a follow up engagement with the Department and its entities. 
Draft Programme of the Committee
Ms L Moss (ANC) enquired about setting a timeframe for the presentations, in line with the recommendations in the report.

The Acting Chairperson responded that a draft programme had been prepared, which she read out. Once agreed to by Members, it would be circulated to them.

The Committee Secretary asked for Members’ input with regard to the kind of matters the entities should be asked to address in their presentations.

Mr M Manana (ANC) asked for a follow-up on issues raised.

Mr Masango requested that the Department inform the Committee as to its mandate.

Mr Mnguni asked that the entities expand on what was presented previously, as time constraints allowed for only brief information to be conveyed.

Mr Z Mandela (ANC) wanted to know whether the Department and its entities would be working towards the goals outlined by the President regarding rural and youth issues, and how that would feature within their mandate.

The Acting Chairperson suggested that the Department’s presentation follow their entities’ presentations, and that these be measured up against the Strategic Plan.
 
Ms Moss supported that idea and noted that the Department and its entities would have to do presentations well before the deadline stated by the President, so as to allow enough opportunity for the Committee to examine the kind of programmes being driven and to consider whether these would meet the target and adhere to a timeframe.
