VISIT TO FREE STATE: PRELIMINARY REPORT

SUMMARY
The Chairperson allowed for discussion on matters arising from the previous Minutes, which were then adopted, with some technical amendments. The Committee Chairperson gave an indication that he was still awaiting feedback on funding for an overseas study tour. A brief oral report was given on the Committee’s visit to the Free State, where the challenges included lack of cooperation between Districts and Municipalities, lack of effective Expanded Public Works Programmes, much repetition in tendering for work and lack of contractors’ projects. The Report would be tabled formally at the next meeting.

Adoption of Committee Minutes
The Committee adopted the previous meeting’s minutes with technical amendments.
Study Tour
The Chairperson mentioned that the Committee was experiencing problems obtaining funding for the study tour overseas due to a reduction of the operational fund, which was now R200 000. Specific proposals had to be made to visit overseas countries, and the Committee had not received feedback of its request. The Chairperson said he would ask for clarity on the budgets and their processes.
Overview of Free State Visit
Mr C Madumo (ANC) reported on the Committee’s visit to the Free State. The Members were briefed by the MEC for Local Government, Housing and Public Works. The MEC mentioned challenges faced by the province in not having enough support in terms of the provincial programmes from some of the District and Municipality offices. The Committee had experienced tension between the Districts and the Municipalities, who tended not to share labour amongst themselves. The municipalities had been working without accounting to the Districts and so the Districts did not have a functional role any more. Almost all did not have Expanded Public Works Programmes and the local Department of Public Works did not have contractors’ projects. The Department had also experienced problems with the same tenders used for almost all contracts and that might have an impact on service delivery.
The Chairperson mentioned that the Draft Report would be tabled for this coming week
He also mentioned that the Committee would be meeting with the Construction Industry Development Board.
