The Department of Higher Education and Training has published the draft Social Inclusion Policy Framework for public higher education & training institutions, and has asked for comments from the public.

It states: The Social Inclusion Policy Framework is intended to assist public institutions of higher education and training to develop their own social policies and guidelines. DHET will use the policy framework as a monitoring instrument to ensure that the transformation priorities of the Department are taken into account at the level of universities of all types, public Technical Vocational Education and Training Colleges and public Adult Education Centres.
