Finance Standing Committee

The Standing Committee on Finance invites you to submit written submissions on the Financial Sector and Deposit Insurance Levies Bill [B3 – 2022] and the Financial Sector and Deposit Insurance Levies (Administration) and Deposit Insurance Premiums Bill [B4 – 2022]

The Financial Sector And Deposit Insurance Levies Bill [B3 – 2022] aims to:
• Provide for the imposition of financial sector levies on supervised entities
• provide for the imposition of a deposit insurance levy
• provide for exemption from such levies under certain circumstances
• provide for the allocation of amounts levied to financial sector bodies
• and provide for matters connected therewith.

The Financial Sector and Deposit Insurance Levies (Administration) and Deposit Insurance Premiums Bill [B4 – 2022] aims to:
• Provide for the collection and administration of levies imposed in terms of the Financial Sector and Deposit Insurance Levies Act, 2022
• amend the Financial Sector Regulation Act, 2017, in order to provide for the administration of levies imposed in terms of the Financial Sector and Deposit Insurance Levies Act, 2022
• provide for the imposition, collection and administration of deposit insurance premiums
• amend the Pension Funds Act, 1956, the Banks Act, 1990, the Mutual Banks Act, 1993, and the Financial Advisory and Intermediary Services Act, 2002, to align them with the Financial Sector Regulation Act, 2017, in respect of the financing of financial sector bodies
• and provide for matters connected therewith.

Submissions must be received by no later than 12:00 on Monday, 2 May 2022.

Those who want to make submissions at public hearings on Wednesday, 4 May 2022 should specifically request this. These hearings will be conducted through Zoom
