The constituency and leave period beckons for NA MPs, with Tuesday scheduled as the last sitting day. 

NCOP delegates will conclude their business a week later on 13 December. The House’s programme was extended so that it can finalise two key greylisting bills.

While parliamentary meetings will resume in late January, many committees will be undertaking study tours between now and then.

The final week is ending on a dramatic note and this is becoming something of a tradition.

In 2020, there was a motion of no-confidence debate against President Ramaphosa.

In 2021, lawmakers debated legislation aimed at amending section 25 of the Constitution

This year, lawmakers will consider and debate the report of the section 89 Independent Panel which determined that the President may have committed a serious violation of the law and misconduct in terms of the Constitution.

Ever since the Panel’s decision was announced last Wednesday, it has triggered a firestorm of reaction with calls for the President to resign and Parliament to be dissolved. Media reports indicate that the President will take the report on judicial review.

In terms of the process, MPs will first debate the report and thereafter vote on whether to adopt the report and recommendations. In the event the Assembly resolves that a Section 89(1) enquiry be proceeded with, the matter must be referred to an Impeachment Committee to investigate. Update: National Assembly (NA) Speaker Ms Nosiviwe Mapisa-Nqakula has declined the African Transformation Movement’s request to have the voting procedure on the Section 89 Independent Panel’s report be held by way of a secret ballot. She explained that "a closed voting procedure will deprive the citizens of identifying the positions of their representatives across party lines and that this may facilitate the possibility of corruption aimed at influencing members to vote in a manner where they will be shielded from accountability to the people they represent for the exercise of their constitutional duty"

At the same sitting, MPs will also consider the Children’s Amendment Bill, the report to fill vacancies on the SABC Board and make farewell speeches.

Parliament will conclude its processing of the mini-budget once the NCOP passes all the accompanying bills on Tuesday: Rates and Monetary Amounts and Amendment of Revenue Laws Bill, Taxation Laws Amendment Bill, Tax Administration Laws Amendment Bill, Special Appropriation Bill and Adjustments Appropriation Bill.

The Portfolio Committee on Cooperative Governance and Traditional Affairs will undertake a week-long visit to the Eastern Cape to oversee the implementation of the Cultural Initiation Act.

The NCOP Women's Charter for Accelerated Development Report Back Session in KwaZulu-Natal takes place on Friday.
