The Week Ahead: Deputy President Appearance & NA Oversight Week

A major point of interest will be Thursday’s Question Time session with the Deputy President in the NCOP.

In line with the broad tasks delegated to the leader of government business, he will be probed on various issues, including land claims, service delivery/job creation, disaster management plans and troop deployments.

Earlier in the week, select Ministers in the Social Services cluster will answer questions in the upper chamber.

Questions for Oral Reply by the President, Deputy President, and Ministers are one mechanism that Parliament consistently uses to hold the Executive to account. This helps to demonstrate their commitment to transparency, accountability, and effective governance.

NCOP delegates from 5 provinces will also participate in the provincial budget speeches this week.

There are no sittings scheduled in the National Assembly.

Instead, NA committees will embark on a week-long Oversight programme.

The 7th Parliament rearranged its programme into weekly rotations for committee oversight, constituency engagement, and plenary sessions. According to the legislature, Parliamentarians can focus entirely on each of their primary responsibilities due to this methodical approach.

In this context, 16 NA parliamentary committees will criss-cross the country this week to assess progress in implementing various government service delivery programmes. The visits are also used to test the authenticity of the information provided by the departments these Committees oversee.

Traditionally, these committees meet with affected stakeholders, including the general public, elected representatives at different levels, trade unions, public servants, traditional leaders and more.

Each committee will produce a report on the oversight visit, highlighting their findings and recommendations. The Executive will be asked to respond to and rectify the identified issues.

Beyond this, the budget processing moves to another stage as public hearings are conducted on the fiscal framework and revenue proposals. The finance committees have until 28 March 2025 or as soon as reasonably possible thereafter to consider and report on this.
