The Week Ahead: Oversight Week

Elsewhere, several National Assembly committees will embark on a week-long Oversight programme.

Oversight is a key constitutional responsibility of Parliament. It is about keeping the Executive in check and ensuring that services are delivered to the people in the manner that they should be.

The 7th Parliament rearranged its programme into weekly rotations for committee oversight, constituency engagement, and plenary sessions. According to the legislature, Parliamentarians are able to focus entirely on each of their primary responsibilities thanks to this methodical approach.

In this context, 16 NA parliamentary committees will visit eight provinces this week to assess progress in implementing various government service delivery programmes. The visits are also used to test the authenticity of the information provided by the departments these Committees oversee.

Traditionally, these committees meet with affected stakeholders, including the general public, elected representatives at different levels, trade unions, public servants, traditional leaders and more.

Each committee will produce a report on the oversight visit, highlighting their findings and recommendations. The Executive will be asked to respond to and rectify the identified issues.

A selection of committees that are undertaking oversight visits are as follows:

The PC on Justice and Constitutional Development will visit Gauteng on 28 February to discuss complaints with the South African Human Rights Commission employees. 

The PC on Higher Education is visiting Gauteng from 23 February to 1 March to gain more insight into the sporadic student protests and hunger strikes at post-school education and training institutions. 

The PC on Land Reform and Rural Development is visiting KwaZulu-Natal from 24 to 28 February to assess the state of governance challenges at the Ingonyama Trust and possible interventions, including the state of governance of the Trust's subsidiary. 

The PC on Water and Sanitation is visiting Maseru in Lesotho from 24 to 28 February to inspect the maintenance work on the Lesotho Highlands Water Project. 

 The PC on Cooperative Governance and Traditional Affairs is visiting the Free State to assess the state of municipalities. The committee will investigate governance, financial management, infrastructure, and service delivery issues at Mangaung Metro and Maluti-a-Phofung Municipality. 

The PC on Basic Education will visit KwaZulu-Natal from 23 to 28 February to assess school readiness for the 2025 academic year. 

The PC on Correctional Services is visiting KwaZulu-Natal from 25 to 28 February to assess areas of the correctional system, such as sentenced male adult inmates, sentenced females, mothers with babies, and remanded detainees. 

A multi-party delegation will participate in the Sittings of the Permanent Pan-African Parliament Committees from 24 to 28 February. The Permanent Committees meet twice a year for statutory meetings and can meet more often during parliamentary sessions or non-statutory meetings when needed. The Committees enable PAP to perform its core oversight, advisory, and consultative functions.
