The Week Ahead: End of Term & NCOP Provincial Week

The constituency period beckons, with MPs due to depart at the end of the week and return to Parliament on 8 October 2024. But a fair amount of work will be done before they go, and there is plenty of opportunity for excitement.

In the National Assembly chamber, the week opens with a ministerial statement during Tuesday’s sitting. Government Ministers may make oral statements to Parliament, which usually address major incidents, government policies or actions. Each political party is allowed an opportunity to respond to such a statement. The Minister of Water and Sanitation will update the nation on measures taken by the Department on Dam Safety.

At the same sitting, lawmakers will consider two draft notices and schedules determining the salaries, allowances and benefits payable to the Auditor-General and IEC Commissioners.

Select Ministers in the Economics Cluster will be in the spotlight during their oral question-and-answer session on Wednesday. View questions here

Thursday’s lengthy and varied session will be a point of interest. The NA has scheduled a debate on an urgent matter of national public importance: the recent decision by the National Energy Regulator of South Africa (NERSA) to grant Eskom's application to retrospectively recover R8 billion for the 2021/2022 financial year. In addition, the traditional debate to mark Heritage Day will take place. Finally, MPs will consider notices and schedules determining the salaries, allowances and benefits payable to Constitutional Court judges and other judges, the magistrates, the Public Protector and Deputy Public Protector and the Commissioners of the Human Rights Commission.

Meanwhile, it is Provincial Week in the NCOP. This is one way to ensure that NCOP delegates keep in touch with developments and challenges facing their provinces, assess progress in delivering services to citizens, and contribute to addressing challenges facing their communities. The overarching theme for this week is "Confronting the Challenges Facing the Timely Delivery of Viable Public Infrastructure to Communities. “

According to Parliament: “The NCOP delegates, together with their provincial legislature counterparts, will spend the week conducting oversight visits to infrastructure projects including bulk water supply plants, roads upgrades, and water treatment plants”.

These oversight sessions will involve officials and managers from affected districts and provincial and national government departments.

Beyond this, the upper House has arranged a plenary sitting on Thursday where the Deputy President will appear for his oral question-and-answer session. Amongst other, he will field questions about extortion, service delivery and land reform. View questions here

Away from Parliament, the NCOP Chairperson will lead a five-member multiparty parliamentary delegation to the Sitting of the Permanent Committees of the Pan-African Parliament in Johannesburg from 16 to 20 September.

The NA Speaker will attend the Conference of Speakers and Heads of African Parliaments, which will take place from 18 to 20 September 2024 on the sidelines of the sittings of the PAP Permanent Committees.
