Public Service and Administration
Report of the Portfolio Committee on Public Service and Administration on the 27th International Congress for Administrative Science, dated 22 August 2007:
1. Introduction
The Congress was held from the 9 – 14 July 2007 in Abu Dhabi (UAE – United Arab Emirates). It was organized by the following organizations:
· International Institute of Administrative Sciences(IIAS)
· International Association of School & Institute of Administration(IASIA)
· Institute of Administration Development(IAD)
The congress was organized under the patronage of HH General Sheikh Mohammed Bin Zayed Al Nahyan (Crown Prince of Abu Dhabi, Deputy Supreme commander of UAE Armed Forces). The theme of the congress was: “Global Competitive & Public Administration: Implications for Education & Training”.
2. Congress aims and objectives
Simplifying Public Administration in a globalized world: local, national, regional and universal issues.
- Making globalization ethical
- Understanding global governance: IMF, World Bank, EU, WTO, etc.
3. Delegation
Hon. Nyambi, MP (ANC) represented the Committee at the Conference.
4. Issues dealt with at the Congress
The Congress covered the following issues:
· Education and Training Programme: aligning mission and quality.
· State market Partnership and Enterprise Management.
· Public Sector reform: People in the Public service.
· Local Governance and Development.
· Accountability, Culture and Trust.
· New tools for Public Financial Management.
The UAE Government strategy which covers six major issues was presented. These were as follows:
· Social Development
· Economic Development
· Government Sector Development
· Justice and Safety
· Infrastructure
· Rural arrears Development
5. Concluding observations and recommendations
There is a need for other stakeholders that are linked to the Portfolio Committee to engage beyond the Congress especially in advancing the transformation agenda of administrative science in the country.
The Congress was very productive and clearly there is a need for the Portfolio Committee to participate in the future international congresses for administrative sciences. Inputs on various topics were quite informative. This report is for noting and assisting the Committee with future engagement with all relevant stakeholders
